NHS care entitlement

While working as an NHS consultant, I estimated that at least 10 per cent of my patients were not entitled to NHS care, but nevertheless received it after signing a box stating that they intended to remain in the UK for 12 months, no further questions asked.
The UK practices a system of non-discrimination, rather than reciprocity with EU nationals. Any EU citizen is entitled to 100 per cent free treatment for urgent healthcare in the UK, while British citizens abroad are liable for full ambulance costs and 20 per cent of al medical bills.
A system of either compulsory national insurance or increased patient contribution would make abuse by non- contributions more difficult.
